TO THE ATTENTION OF BENEFICIARIES OF THE SUBSIDY CONTRACTS UNDER FIRST CALL FOR PROPOSALS

Dear beneficiaries,

Given the accumulated delay in starting up the implementation of the subsidy contracts under First call for proposals and forthcoming winter period, the Managing Authority of Bulgaria - former Yugoslav Republic of Macedonia IPA Cross-border Programme, appeals for maximum mobilization in implementation of planned contract activities for October and November, in order to timely address the delays arised in the first quarter.

The Managing Authority advises the Lead partners to pay special attention to the terms specified in the Action plan of the Subsidy contracts and when revision of terms is needed to assure dully notification to the Joint Technical Secretariat and to the Managing Authority (as described in PIM and in subsidy contracts). In this regard, particular attention should be paid by the Lead partners of the projects with an investment component, due to the incapability of performance of part of the construction activities during the forthcoming winter period.

In order to assist the beneficiaries for timely implementation of planned activities, the MA has already made the advance payments to the Lead partners and has decided to enable all beneficiaries, expenditure of over € 2,000 to recover the cost of the program on a monthly basis.
The Managing Authority reminds the beneficiaries that they still may request reimbursement of expenditures of over € 1,000 made in the first quarter (including advance payments under contracts with subcontractors).

The JTS and the MA are available to respond all inquiries and proposals concerning the project implementation, in a view to mitigate the possibility of delays in launching the tender procedures and delays in time schedules, as well as to minimize the possibility of extension of deadline for execution of Subsidy contracts.
