IPA Cross-border Programme between Bulgaria and Macedonia approved by the European Commission on 14.12.2007 is financed by the Instrument for Pre-accession  assistance and by the state budgets from both partnering countries.

The Memorandum of Understanding defines the bodies involved in the management of the Programme, allocation of functions within each body involved into the implementation of the Programme as well as lays down the system for management and control of the allocated finds.
